Dear collegues,

This is the first issue of ILBA in 2003, and you have certainly noted a big delay since the preceeding issue. It was caused by objective reasons. Namely, in the last issue, in a reprt on disussions on Blkan collaboration we mentioned the possibility of organizing a competition of research projects by young people. The idea was to motivate young people to create as good as possible research projects, and the original idea was to reward a limited number of projects from every country by allowing its authors to perform the observation from the Astronomical Observatory of the Bulgarian Academy of Sciences in Belogradchik, which has a Cassegrain telescope of 65 cm.

This original idea has been somewhat changed, and this issue of ILBA contains the first announcement for the event. As it has been formulated today, you can consider it as extremely fresh information.

Another announcement in thi s issue concerns a meeting on spectroscopy planned for later this year in Ukraina.

ASTRONOMY SUMMER SCHOOL SOUTH-EASTERN EUROPE YOUTH AT THE TELESCOPE

It is the second Astronomy Summer School for young people from South-Eastern Europe (SEE) to be hosted by Belogradchik Observatory (Bulgaria) - this year in the period July 4th – 10th, 2003. The topic of the school is SOUTH-EASTERN EUROPE YOUTH AT THE TELESCOPE. The school offers lectures, seminars, poster session and a competition of scientific project proposals, whose winners will observe with the 60 cm Cassegrain telescope during the school.

The Belogradchik Observatory could provide free accommodation of not more than 15 participants. Additional participants are welcome if they can take the expenses of student hostel (about 5 Euro) located in the town of Belogradchik. The transport of the participants from Sofia or near border check-points to the Observatory will be supplied.

The dead line for registration is April 15th, 2003.
 

PROJECTS COMPETITION FOR YOUNG PEOPLE IN SOUTH-EASTERN EUROPE

All young people interested in astronomy are welcome to participate in this competition. The competition is directed to a preparation (as seriously as possible) of  astronomical observational research projects. Projects can be prepared by groups of up to three persons and submitted in English (less than 5 A4 pages in any text processor) and have to contain the following data:

1. Title of the project
2. Names of the authors and their affiliations. The main author should give his/her e-mail address for quick communication.
3. Scientific justification
4. Observational time needed
5. Method(s) of analysis which will be used
6. Expected results

Observational time will be granted to the best projects to be realized at the Belogradchik Observatory with the 60 cm Cassegrain telescope during the school depending on meteorological conditions. Staff astronomer help will be supplied. Details about the observatory and 60 cm Cassegrain telescope can be found at http://www.astro.bas.bg/~aobel/.

An international jury will evaluate all the submitted projects. The joint (bilateral or multilateral cooperation) projects will have advantage. Proposed members of the jury are:

Spectroscopic methods are widely used not only for pure scientific investigations. They are also widely used for special examination, diagnostics, and control of various processes. Task of the conference is to bring together for discussion on common problems both researchers that study physical properties with using of spectral analysis of materials and applied specialists that use spectroscopic method for special tasks.

All participants will be provided by a cheap accommodation in the University hotel situated on the distance of 5 - 10 min by walk from the Conference site.
